The 2nd Labuan International Compliance Conference (LICC 2026) was held on 4 August 2026, organised by the Labuan Bank Compliance Officers’ Networking Group (LB CONG) in partnership with Universiti Malaysia Sabah (UMS) as academic co-organiser. The conference drew over 180 participants — regulators, compliance officers, banking professionals, legal practitioners, industry experts, academics, and university students — and was supported by Labuan FSA, the Labuan International Insurance Association (LIIA), and the Labuan International Investment Banks Association (LIBA).

The event brought together regulators, industry, and academia to exchange perspectives on regulatory compliance, corporate governance, AML/CFT, and risk management within the Labuan International Business and Financial Centre (Labuan IBFC).

The day closed with a panel on managing risk across borders, where speakers examined the growing complexity of cross-border business — from differing regulatory regimes to sanctions and geopolitical developments — and reinforced compliance as a strategic function that safeguards both integrity and sustainable growth.

The conference also marked the launch of Due Diligence and Compliance in Labuan IBFC: A Practical Guide for Compliance Officers, a new reference for compliance professionals in the jurisdiction.
